It's meant to be a diversionary tactic utilized for purely obstructionist means.
Not one of the so-called 'tort reforms' has ever lowered the costs they've claimed. All tort reform has ever done is given a free pass for the corporate and wealth interests to stick it to the lower classes.
Those costs kept rising. There was no impact.
Obama get's that. He's punking them and they know it. That's why all they can do by way of their reaction is to sputter and fume now that he's called their bluff.
Remember the last time 'tort reform' was passed?
Any one example of the several 'tort reforms' that have been tossed up over the years?
Here's what's happened each and every time any of those so-called 'tort reforms' passed.
The public was fed the line that if they'd just pass tort reform, all their problems would be solved, their insurance bills, etc., would plummet and the good old USA would find itself in the land of milk and honey.
What happened ? Nothing like that. Nothing at all like that.
The insurance agencies, the lawyers, and the corporate interests laughed their heads off, your costs, premiums and fees kept going up, and nothing changed, unless you count the politicans who also laughed, laughed their way right back into re-election so they could play the public for fools all over again, and a few more people ended up on the losing end of malpractice, malfeasance and outright fraud and corruption.
and that imbecilic public went right back to buying into the same scam each time it's been pulled on them.
And several are only too demonstrably avid and eager to be played for fools once again.
The vast majority of the Alaskan voting public is uninformed, uneducated and incompetent.
Look for Alaska voters to encourage those who can play them for fools to go right ahead and do so again.

There is no evidence to show any other reality.

That only shows you have no other defense than that of a small child faced with confronting his fantasies, you have nothing but your own insecurity left to you, which you are all too happy, like that small child, to put on very public display.
