That's George W Bush, back when he was Governor of Texas, preparing for flipping off our country and the entire planet.
Some say he's flipped us off every day since he's been President. I'm from the school of thought that believes he's such a fuckup, he probably blew flipping us off more than once, so he's probably only flipped us off 2,905 of the 2,910 days he's been the "Decider."
